Place the lamb and water in a large pot. Bring to a boil, skim off the foam, then reduce the heat and simmer for 2½–3 hours until the meat is tender.

Remove the lamb, strain the broth, and shred the meat into bite-sized pieces.

Heat the butter and olive oil in a small saucepan. Add the garlic and cook for about 1 minute. Stir in the paprika and Turkish red pepper flakes.

Return the broth to a gentle simmer. Season with salt and black pepper, then stir in half of the garlic butter.

Place cooked rice into serving bowls, top with shredded lamb, and ladle the hot broth over the top.

Finish each bowl with the remaining garlic butter, garnish with parsley, and serve immediately with lemon wedges if desired.
