Wash the Rice:
Rinse basmati rice several times until the water runs clear. Soak the rice in water for 20 minutes, then drain.
Heat the Milk:
Pour whole milk into a heavy-bottomed saucepan and bring it to a gentle boil over medium heat.
Cook the Rice:
Add the soaked rice to the milk and reduce the heat to low. Cook slowly, stirring occasionally to prevent sticking.
Simmer Until Creamy:
Continue cooking for 35-45 minutes until the rice becomes soft and the milk thickens into a creamy consistency.
Add Sugar and Spices:
Add sugar, cardamom, saffron, and raisins. Cook for another 10 minutes until well combined.
Garnish and Serve:
Remove from heat and garnish with chopped pistachios and sliced almonds. Serve warm, at room temperature, or chilled.
